From 3 December 2025, the planning exemption that currently allows compliant co-living conversions without development approval will expire.
That means:
Sunshine Coast, Ipswich, Fraser Coast & Gold Coast will become DA-required zones
In some areas, conversions may be banned altogether
Delays, council fees, and red tape will increase dramatically
